Baily Bumble Bee celebrated the beginning of her summer vacation the only way she knew how. She expressed her joy in the way that she flew. Baily did not know that the Council of Flying Things had passed laws regulating how creatures could fly. While Baily was exercising her freedom to fly, she was seen by a Blue Jay who reported her to to the Council of Flying Things. The wise Owl sent policemen, the wasps, to find Baily and bring her before the Council to answer for her actions. During Baily's trial she and her father convinced the Owl that the law was unfair and it was wrong to prevent Baily from exercising her individual rights. Baily was released to enjoy the rest of her vacation with her friends. At the end of the story are some questions for children to answer, giving the book some educational value. The rough draft, artist uncolored proof drawings are placed at the end of the story as a coloring book for children to practice their coloring skills as well as their sensory development and awareness. Plus, the colored pictures are a keepsake for the family to cherish. The book also quietly promotes individual rights and a respect for the law.
