FBI Agent Kate Walsh has been called to Washington D.C. to testify before Congress about her actions in a previous case. The accusations could be career ending and she has much to prove. When the international art thief known as the Phantom is thought to have struck in D.C. just miles away, Kate feels betrayed and angry.
She thought she had formed a bond with him and now he's striking on her home turf. Kate is forced to bring him to justice if she has any hope of salvaging her job and her reputation. There's just one catch - the crimes don't feel like the Phantom's. And there are facts about him only Kate knows.
The deeper she gets into the case, the more Kate thinks something else is at play. The evidence just isn't adding up. Finding the Phantom could prove impossible and convincing him to help her might end her career.
