The government shadow agency that tries to keep a lid on supernatural manifestations in Seattle is short-handed, struggling to suppress stories of missing persons and abducted children, so the director, Boese, is even more obnoxious than usual. And he has a very personal reason to hate magical cats. He's threatening to imprison and torture Dracula - again if Dracula doesn't put a stop to Ocelotl, but he also has plans to recruit or suborn Cammy and her friends.
