Under the rule of Colonel Muammar al-Gaddafi since 1969, Libya's support of terrorism against the West, support of insurgencies within Africa, and eventual build up of nuclear arms, put the country at odds with the United States. In the 1990s the United States and the United Nations imposed multilateral sanctions on Libya for its unacceptable actions. Only recently, however, Libya seems to have turned from its evil ways. Since 1999, Libya has made sweeping changes by renouncing terrorism, taking responsibility for past terrorist acts and aborting its weapons of mass destruction program, leading to the lifting of U.S. and UN sanctions against the country. These changes have allowed for improved U.S. foreign relations with Libya and the potential for the U.S. to influence Libya toward a path of democracy.
