And I do further direct that for the purpose of visiting and reporting upon any undertakings already in existence in the Colony, one Commissioner shall be sufficient, and that for taking evidence in connection with the enquiry, two Commissioners and a Secretary shall form a quorum, but that the report of the said Commission shall be considered and signed by you all.
