This United States Federal Emergency Management Agency (FEMA) manual, Safe Rooms for Tornadoes and Hurricanes: Guidance for Community and Residential Safe Rooms FEMA P-361 April 2021 Fourth Edition, presents updated and refined criteria for safe rooms. This publication addresses how to design and construct a safe room that provides near-absolute protection from wind and wind-borne debris for occupants. FEMA continues to support the development of consensus codes and standards that establish minimum acceptable requirements for the design and construction of hazard-resistant buildings.
