Examine methods of classifying and rating vessels and the subject of marine insurance both here and abroad.
Examine navigation laws and the regulations thereunder and make recommendations to Congress for the amendment and improve ment of same.
Pursuant to Executive orders of July 11, 1917, and December 3, 1918, the powers given to the President in connection with the construction of ships and plants have been delegated to the Emergency Fleet Corporation. The powers relating to the operation of ships and of oper ating facilities have, by the same orders, been delegated to the U. 8. Shipping Board and are exercised pursuant to such authority through the Division of Operations.
