One of the most difficult problems presented to the historian of a nation or other political com munity is, to apprehend correctly the connection of its particular with its general relations.
It is true that the peculiarities in the life of a nation, like those in the life of an individual, are determined by causes inherent in its original cha racter, and therefore retain through every age a cer tain uniformity. It is, however, equally true that every nation is continually influenced by general causes, which powerfully affect its progress.
