In 1999, the European Union appointed its first High Representative for Common Foreign and Security Policy (CFSP) as part of an effort to provide Europe with a more pronounced profile and greater voice in world affairs. This book undertakes the first systematic examination of this important office within the framework of CFSP governance. By considering the topic from various perspectives, it explores the ways in which the first appointee to the position, Javier Solana, shaped and expanded the role of his new office.
