From its beginnings a century ago in the Department of Labor, the Children's Bureau moved first to protect vulnerable child laborers and later, as part of the Department of Health and Human Services, confronted broader problems such as infant mortality, poor nutrition, and juvenile delinquency. The Bureau's relationship with social work education and practice has remained a constant since 1912. As Kathleen Sibelius, Secretary of Health and Human Services, states in this book's Foreword, ''the Bureau has repeatedly turned to the social work education community to help establish an evidence base in practice and policy with real world positive impact on children in the United States.''
